US Department of Homeland Security:
The US government is going through a massive reorganization, due in part to the terrorist attacks on the World Trade Center in New York on September 11, 2001.
Effective March 1, 2003 the US Immigration and Naturalization Service (INS) is separated and reorganized into three separate agencies, all under the Secretary of Homeland Security. This eliminated the INS.
Citizenship and Immigration Services (CIS)
The administration of US immigration benefits, applications for status, and the administration of all US citizenship applications fall under this Bureau.
Customs and Border Protection (CBP)
The US immigration inspection services at a port of entry, the INS Border Patrol, and the Customs Service are transferred into this organization. The Commissioner of Customs, who reports to the Under Secretary for Border and Transportation Security, leads this Bureau.
Immigration and Customs Enforcement (ICE)
The enforcement and investigations sections of the Customs Service, the investigative and enforcement functions of the INS and the Federal Protective Services are transferred into this organization. The Assistant Secretary for this Bureau will report to the Under Secretary for Border and Transportation Security.
